El presente libro inicia con un recorrido histórico que contextualiza los orígenes del Situado Fiscal (SF) y las Participaciones Municipales en el marco de los procesos contemporáneos de descentralización en Colombia. Este análisis establece cómo dichas herramientas se desarrollaron hasta evolucionar en el actual Sistema General de Participaciones (SGP), el cual, para el año 2024, está enfrentando cambios estructurales significativos. A través de este enfoque histórico, se identifican los principales hitos y transformaciones del SGP, destacando sus mayores puntos de inflexión, particularmente la destinación prioritaria de los recursos hacia el pago de salarios y prestaciones sociales de los profesores y docentes directivos adscritos a las instituciones educativas oficiales. Lo que resta de estos recursos suele ser insuficiente y se destina mayoritariamente a conceptos de calidad matrícula y calidad gratuidad, lo que plantea serios desafíos para cubrir necesidades esenciales como el mantenimiento, la infraestructura y la dotación de las sedes educativas.
