Hace más de dos décadas, el destacado politólogo argentino Guillermo O´Donnell planteó la necesidad de librarse de la excesiva “fijación en las organizaciones complejas y altamente formalizadas”, para entender el funcionamiento de las democracias bajo los nuevos diseños institucionales. Este libro responde a la necesidad de indagar en el funcionamiento real de las democracias latinoamericanas, analizando las reglas informales de intercambio político y de distribución de recursos en Colombia y México. Se pretende conocer cómo es que políticos y partidos cooptan votos más allá de las actividades profesionales o publicitarias, qué tipo de recursos son utilizados para conseguir apoyo político, quiénes son los actores que intervienen en los intercambios informales, y cómo afecta y convive el clientelismo con el régimen democrático.
