Durante el XVI Congreso del PP, Mariano Rajoy, que acumula ya dos derrotas consecutivas frente a Zapatero, es reafirmado como líder del partido y se presenta ante los ciu¬dadanos como alternativa de gobierno. Cuatro meses después, coincidiendo con las primeras sacudidas de la crisis económica, colocará a su partido en situación de empate técnico con el PSOE para adelantar a los socialistas en expectativa de voto al año siguiente, 2009. A lo largo de 2010 afianzará su ventaja sobre el Partido Socialista para empezar 2011 con unas perspectivas de mayoría absoluta que se confirmarían en las elecciones municipales y autonómicas del 22 de mayo y finalmente en los comicios del 20 de noviembre.
