Las líneas maestras del pensamiento progresista español se forjan en las primeras décadas del siglo XIX, en una época caracterizada por guerras, persecuciones y exilios masivos. Convencidos de que necesitaban disociar sus ideas de Francia, los progresistas ensayaron diversas estrategias para arraigar su proyecto en la tradición nacional. Comuneros y fueros medievales representan para ellos una idea pactada de la monarquía, pero también el respeto a una diversidad regional intrínseca que las dinastías extranjeras de los Austrias y los Borbones, con el apoyo decisivo de Castilla, habían intentado erradicar. Asimismo, al-Andalus, el enemigo por antonomasia de lo español tal y como se había entendido hasta entonces, pasa a simbolizar una España alternativa que, según los liberales, nunca habría debido desaparecer. Una España que era significativamente similar a la que ellos pretendían construir.
