La revisoría fiscal en Colombia: del hacer al deber ser
Este libro es el producto de una investigación realizada en forma conjunta entre la Universidad del Valle y el Consejo Técnico de la Contaduría Pública-CTCP (2008), por tal razón se fundamenta en la orientación sobre revisoría fiscal del CTCP del año 2008, donde se resumen las características y criterios regulativos del modelo de revisoría fiscal, y se hace una compilación de todas las normas y regulaciones hasta el año 2015 que exigen la obligación, las funciones y el ejercicio de la revisoría. Presenta un modelo tecnológico de control fiscal integral, representado en una Matriz de Control Integral: de control de cumplimiento, control interno, control social, con enfoque a los riesgos, a los sistemas y a las pruebas físicas sorpresivas. Esta matriz se fundamenta en el "deber ser del control" o en la forma como "debe hacerse el control" en las organizaciones, es decir un control permanente, oportuno e integral, un control antes, durante y después, un control preventivo, perceptivo y posterior; un control a la estrategia, a la gestión y a los resultados
