Su propósito central es avanzar en la construcción de un marco interpretativo que ayude a entender el surgimiento y el rol del Tercer Sector en la sociedad civil, partiendo de que la búsqueda del mejoramiento social, con todos sus riesgos y peligros, necesita una reconstrucción deliberada, responsable y consciente de todos los actores sociales y no el producto o resultado de mecanismos automáticos y ciegos impuestos por élites reducidas, lo cual significa, inevitablemente, la inclusión informada y responsable de la sociedad civil, como Tercer Sector, en las decisiones y acciones públicas.
