En segundo lugar, la obra presenta un conjunto de propuestas de reforma e innovación para alcanzar o recuperar una mayor fortaleza institucional y lograr implantar unas administraciones públicas acordes a los retos del siglo XXI. Los ítems clave que aborda el texto, tratados de forma tanto teórica como práctica, son: la meritocracia (en crisis en España y en proceso de implantación en América Latina), la regulación de la dirección pública (inédita en España y en la gran mayoría de países de América Latina), el gobierno electrónico, la gobernanza de los partenariados públicos y privados y, finalmente, la mejora de los elementos organizativos. Los anclajes teóricos de la obra son tanto institucionales (neoinstitucionalismo) como de management público.
