La transición democrática, ha señalado José Woldenberg, es una transfiguración de largo aliento que experimentó México y que derivó, entre otros factores, del aprendizaje colectivo de una sociedad que ya no quería el formato político de un partido hegemónico. México se transformó y un solo partido, ha señalado este mismo autor, ya no podía representar los intereses, proyectos, sectores, actores de una sociedad diversa y crecientemente compleja. De hecho, ya a lo largo de todo el país, a partir de 1977 con las reformas jurídico-electorales de ese año, se registraron cambios que tuvieron diferentes expresiones regionales en la geografía nacional. En el ámbito nacional, Tlaxcala se convirtió así en un caso singular y las diversas transformaciones jurídicas en el contexto de un aprendizaje colectivo (no exento de contradicciones internas y de lógicas de regímenes pasados) generaron cambios en el escenario político local en varios niveles (gubernaturas, diputaciones, presidencias municipales, presidencias de comunidad) que a la postre implicaron modificaciones imparables y una sociedad crecientemente participativa.
