Sinopsis
La propiedad privada, por sí misma, no es productiva ni conduce a la competitividad nacional; solamente lo hace cuando se genera en procesos de apropiación que desarrollan las ganancias de productividad. Las instituciones son normas y reglas que presiden los intercambios económicos y, por lo tanto, incentivos para desarrollar las ganancias de productividad a través del mercado de derechos de propiedad privada, tal como sucede en los EEUU, Finlandia o Japón. Por el contrario, en México estos incentivos no propician el progreso de las ganancias de productividad, pero sí la captura de rentas que requiere el atraso tecnológico y organizativo de la propiedad privada. Por ello es que la economía nacional se encuentra estancada, a pesar de haber logrado la estabilidad macro; resulta impres- cindible, entonces, reformar el proceso de apropiación antes que definir las formas de propiedad.
