Sinopsis
La Constitución Política de Colombia es considerada como una de las más completas y progresistas de América Latina. No obstante, después de 30 años de vigencia, su difusión, conocimiento y dominio no corresponden a la expectativa de la Asamblea Nacional Constitiyente, en relación con el mandato de su artículo 41, acerca de la importancia de la pedagogía constitucional e instrucción cívica en las entidades educativas en todos sus niveles y en la ciudadanía en general.
A propósito, la Asamblea Nacional Constituyente (1991):
Considera de la mayor importancia que se divulque a todos los niveles el contenido de la Constitución. La vigencia de sus instituciones y el vigor de sus preceptos dependen, más que de los instrumentos de coacción, de la vinculación afectiva que cada uno de los asociados tenga con ese acuerdo fundamental que sienta las bases para la armónica convivencia.
