El Estado evidencia cada vez más su incapacidad para cubrir las funciones que le dieron origen, y como consecuencia los jóvenes hoy viven una realidad sin futuro; la población aumenta y las oportunidades disminuyen. Más allá de discursos y del orden jurídico, la realidad que viven es avasalladora: viven en un mundo en proceso de cambios vertiginosos producidos por el fenómeno de la globalización y la tecnologización. Todo proceso es temporal; sin embargo, parece que estamos ante un hecho de la fatalidad que ha llegado para quedarse y que está provocando desesperanza creciente y una tendencia hacia la renuncia de la vida por parte de este sector importante de la población mundial. También habrá que señalar que hay niveles; el fenómeno es mas acuciante en los países llamados emergentes y seguramente será ahí, en los eslabones más débiles, donde la tensión acumulada termine por hacer añicos el endeble equilibrio social y la seguridad que tanto trabajo cuesta ya preservar.
