Sinopsis
En Colombia existen municipios donde más del 50 % de su población es víctima del conflicto armado, lo cual conlleva a que generen pocos ingresos y gran dependencia de los recursos de la nación. Pese a que la Corte Constitucional amplió la vigencia de la Ley 1448 del 2011 sobre las víctimas del conflicto armado del 2021 al 2031, debido a que solo el 10 % de las víctimas se encuentra reparado, es un reto para los municipios
suplir las necesidades de sus habitantes como de la población vulnerable, víctima y reinsertada. El caso de estudio del libro es el municipio de Mocoa, donde la mitad de su población es víctima y el desplazamiento ha originado veintiún asentamientos, sin embargo, los procesos de legalización y titulación demandan recursos que la administración municipal no suple, lo cual limita la reparación. En estas líneas confluyen una mirada desde arriba (Estado) y una mirada desde abajo (las víctimas), como un punto donde se pueda resarcir a las víctimas y llegar a una paz estable y duradera.
