La imposición de códigos culturales uniformes permite organizar e intercambiar la materia de la cual está formada la cultura: informaciones que circulan entre individuos y que les permiten actuar. En un sistema de comunicación, la cultura queda expresada en el nivel de los contenidos y en el nivel de los contenidos y en el nivel de los sistemas convencionales movilizados para ordenar y tratar los campos de información, donde podemos situar al Archivo como instrumento que indisolublemente forma parte de un determinado modelo administrativo.
