La democracia no es una institución que deba ser custodiada exclusivamente por el gobierno de la mayoría, sino que el derecho a inmiscuirse en los asuntos públicos y a exigir la rendición de cuentas va más allá del momento de ir a votar y debe extenderse a todos los habitantes de la ciudad. Para volver exigibles estos derechos, la nueva Constitución de la Ciudad de México contempla la figura del presupuesto participativo. ¿De qué manera se lleva a cabo su gestión en la práctica? ¿Cuál es la capacidad de influencia de las contralorías sociales en esta nueva encomienda democrática? Tras desentrañar cómo se conducen los presupuestos participativos en cuatro alcaldías, el autor nos invita a explorar el desempeño de un concepto nuevo, la confianza política, dentro del complejo entra-mado de relaciones entre gobernantes y gobernados.
