La publicación de Los principios del derecho público, tomos I y II, obra en
homenaje al profesor Diego Younes Moreno, era más que necesaria, pues
el doctor Younes ha sido uno de los principales tratadistas de nuestro país
en los últimos cincuenta años. En este primer tomo, reconocidos juristas
se ocupan de la parte general del derecho público y en los distintos capítulos
discuten y analizan desde el mismo concepto de principio, hasta el
principio del Estado de derecho, el principio democrático y representación
política, el de prevalencia del interés general sobre el particular, el de efectividad
