Sinopsis
Este manual pretende llenar un vacío de la literatura del transporte de carga en Colombia y de los países que conforman el Área Andina, en la medida en que Colombia hace parte del Sistema Andino de Integración. Este vacío corresponde a la ausencia de un texto que recoja, además, de la regulación vigente, información acerca de los lineamientos de política pública, entendida esta como el direccionamiento que se ha dado a esta importante actividad en los últimos años.
En este sentido, no se trata de una compilación de normas, sino que integra los elementos regulatorios del Sector y el Sistema Nacional de Transporte definidos a partir de sus principios rectores, lo cual permite no solo identificarlos sino también tener una mejor comprensión y conocimiento de su impacto en la evolución del servicio de transporte.
A diferencia de las compilaciones de normas, este manual no se ve afectado por las sucesivas modificaciones a que se ven expuestas estas, en cambio, mantiene su vigencia debido a que se estructura sobre nociones inamovibles como los principios rectores y las instituciones que conforman el sector y el sistema, que se encargan de regularlo y están obligadas a desplegar su accionar a partir de estos
