Ordenar el territorio. Una mirada a través de las víctimas del conflicto, el caso de Mocoa (Putumayo)
Sinopsis
En estas páginas se desvela la realidad de las víctimas del conflicto armado en Mocoa, un municipio donde el 50 % de la población se encuentra en esta condición. De los 21 asentamientos identificados en las zonas urbana y rural, se analizaron 6 que presentaban la desarticulación entre la Ley 1448 del 2011 de Víctimas y la Ley 388 del 1997 sobre Ordenamiento Territorial. En el proceso investigativo, que contó con el apoyo de instituciones de cooperación internacional, se presentó la avenida torrencial del 2017 que afectó a cientos de víctimas, muchas de ellas ubicadas sobre la ladera del río, revictimizadas por el desastre natural. Los hallazgos de este trabajo podrían dar luces y recomendaciones al Plan de Ordenamiento del municipio. La reparación a las víctimas plantea nuevas preguntas desde la realidad de los territorios, tanto para cesar la condición de vulnerabilidad y debilidad manifiesta con relación a la ampliación de la vigencia de la Ley al año 2031, como con las limitantes en la incorporación de estos asentamientos a las zonas indicadas en el Plan de Ordenamiento Territorial.
