El modelo requiere la participación activa y consciente de todos los actores sociales.El DS integra políticas que articulan y regulan las actividades económicas y sociales, y determina la tasa de explotación de los recursos naturales para asegurar la preservación del ambiente. El espacio local es el idóneo para generar nuevas oportunidades para el DS, con la conjunción de las voluntades de políticas, de los agentes de gobierno y de la sociedad toda.
