A lo largo del siglo XIX el país se vio obligado a definirse en favor o en contra de tres modelos políticos que tenían grandes diferencias entre sí. Por supuesto, uno de estos modelos era el radical, que finalmente fue derrotado por uno mucho más fuerte, puesto que no solo lo derrotó, sino que logró imponerse durante un periodo muy largo. Sin embargo, durante los años radicales se vivió una expansión económica y un progreso social importantes que poco se han valorado, pues a lo largo de casi treinta años del siglo XIX el discurso y la política nacional y regional se movieron alrededor de las reformas radicales. Así, este extenso periodo de Gobierno conocido como la hegemonía radical permite mostrar en este libro cuáles fueron las políticas abanderadas por este grupo político y cuál fue su impacto tanto en el Gobierno Federal como en las regiones, pues el impacto de algunas fue permanente, a pesar del interés de los conservadores por anularlas.
