Sinopsis
En esta obra se lleva a cabo un estudio exhaustivo, sistemático y contextualizado de la nueva Ley 19/2013, de 9 de diciembre, de Transparencia, Acceso a la Información Pública y Buen Gobierno. Se trata de una ley largamente esperada cuya tramitación ha estado caracterizada por diversas particularidades, entre ellas una consulta pública, la creación de un grupo de expertos para su estudio y para la formulación de propuestas en el Centro de Estudios Políticos y Constitucionales y la comparecencia de expertos ante la Comisión Constitucional del Congreso de los Diputados. Los debates parlamentarios fueron también intensos y apasionados, otorgando a la Ley la máxima relevancia y ligándola a la necesidad de regeneración democrática y lucha contra la corrupción. Cuenta con la particularidad respecto de los Derechos de nuestro entorno de aunar en un mismo texto normativo la transparencia y el buen gobierno, conceptos sin duda conectados, pero con singularidad propia. Las circunstancias en las que se ha tramitado y aprobado, de las que se cuenta en el capítulo primero de esta obra, están en el origen de esta decisión de política normativa. Hemos decidido, también nosotros, analizar en esta obra ambos aspectos.
